I think the issue is that there is no "risk" for thieves, only reward. While the crafter is risking his valued items, the naked thief is risking nothing. If a thief had to carry...say even a thieves kit costing 1k each that broke upon use, then each death/attempt would mean something.
Almost guarantted that some vet will make a young account to get that. Maybe the admin will help out and check the IP of the winner to make it more honest.
I haven't seen any meta relics for sale in weeks and QS is pretty non-existant. Didn't relics used to drop at Champs as well or are they stricly RDA's?

It is pretty apparent that the Gold Relic is far, far less desirable than any other current meta-pet relic. The cost to recoup the gold you spend on it through its bonus makes it essentially valueless. While other relics are going for six million gold, this thing goes for 100k.

I think its a problem with the new client having UOP files instead of the old MUL files. Razor does not seem to read them correctly for art. Mine is fine after I patched it through UOF, but if I patched through UO itself to get the latest client I had the same issue.
