This was an absolute fluke, if I'm not mistaken the rooms of inns are not protected by guards and therefore eligible to have RDAs spawn in them.

I know there is something funny about inns, something like you can only insta log if inside the rooms. Maybe if the guards are active inside there's clearly still something funny about the zoning making them eligible for RDAs.

Good to know that there's a lodging establishment in UO that has an anything goes policy for the rooms.
