So if you could adjust that cost so galleons are something you don't want to lose more than a small classic, that'd be greeeeeaat.

The galleons were supposed to be in the hundreds of thousands. That's how they were marketed. They said they would keep them at 15K for some events that never happened, to encourage their use and see how people liked 'em. People are taking them out, we're sinking them, but the ransoms for them are 1.5K. The whole point was that they gave you access to sinking ships, but you risked a lot of gold if they were sunk and you didn't opt to fight for it back (which is still an option).
High seas didn't fall flat, it just didn't take off because it wasn't implemented fully. It's like implementing DOTU and not putting in the turrets/minions/whatever so it's just a team based fight. Still fun? Sure, but it isn't what it's marketed to be. Not to mention, if people knew they could go out to sea and make 15-50K by sinking a galleon, you might see more naval combat. We won't know until it's done, though.

Eventhough there is a lot of potential in the High Seas boat system and the Grotto (which I almost forgot about), the execution is poor imo. This may be caused by lack of interest by the general population or whatever. Either way, it is very sloppy to leave the High Seas expansion incompleted. Just fix this one last thing and be done with it.

Dunno' about navigation, unless you mean smooth sailing (which is in).
Alan is currently working on this! Worry not, we still have things planned for adventures on the high seas. We became quite sidetracked with trying to get the new core in. Now that we are done with all that, you will see the constant content and updates you have all come to know and love.
