Basically you have two "last targets" one for good spells (heals, etc.) and another for bad spells (ebolt, etc.).

Helps with cross-healing.

It isn't but I wouldn't trust razor to do it as I e seen it screw up many times.

I have it enabled in razor and today I cast explosion and it auto targeted me for some reason...so yeah...

I guess I was in the target queue or something, but still, not exactly "smart targeting".
