First off I want to say that these suggestions may be nit picking, so some people may find them to be unnecessary and that's okay. I'm just basing things off of live streaming etiquette.
I understand that the spectator camera benefits most from increased game resolution, but this 1080p stream is simply excessive. The UltimaOnlineForever2 Twitch account is not partnered so there is not a quality setting for viewers. Forced 1080p streaming kills not only potential viewership, but also puts a dent in computer performance. Personally I use Livestreamer to watch Twitch streams, which means my streams are viewed with VLC & MPC. Even with my overclocked 2500k and 8GB ram, my stream window lags across my desktop when I'm multi-tasking, which isn't an uncommon thing to do when chilling on Twitch.
The stream resolution leads to a second issue. The image quality isn't up to par when you don't have the bitrate or settings to back up that resolution. UO is a sprite based game, all pixel art, and generally very busy with the repetitive tile patterns. The natural graininess of the game demands a ton of bitrate. Right now, when the camera moves with the player (especially on grass tiles), the stream turns into a blurry blocky mess. The stream is set to 30 fps right now, which UO doesn't even run at. If you turn it down to 25 fps, the game doesn't look any choppier but you will get better bit per frame.
tl;dr Don't need 1080p, your OBS or XSplit settings aren't even configured for sprite games to look nice anyway.
Solutions: Ask Twitch for partnership to receive quality settings for viewers, or downscale to 720p with bilinear filtering, or decrease the game resolution down to 1280x720. Tweak your settings to make sure it's not blurry when tile heavy 2D games are in motion.
