How about a Super Skill Scroll?
This would be a Skill Scroll that would take you up to 100 in that skill. For instance, you get a Super Skill Scroll in Blacksmithing and you are a 66. When you use it, it would take you up to 100. Probably only handed out the same way Power Scrolls are, but even rarer?
