There is an item that one can build that allows you to forge magic items. I think it is called a soul forge. What is required to build one?

On UO forever the soul forge only allows you to craft a specific handful of "high-end" decorations. No weapon crafting or imbuing, however.

Ok maybe it is not a soul forge.. Is there something else that you can build or buy that allows you to forge magic weaons?

Blacksmith - Runic Hammers (Cut and dry properties for each hammer)
Fletching / Carpentry - Colored Lumber (Random properties for different lumber)
Brit Crafting Area - Slayer Properties (1% chance at GM)

Also it is my understanding that acaftsmanship perk doubles your chance of crafting slayers (only in the CG of course)
