For you I will share:

Procs very often, usually first hit (or before as seen in the pic) on a new mob. It went off twice while killing this paragon Daemon with lv6 QS Dragon and the Steed. Seems to be increasing in duration as it levels (similar to QS) currently level 4 of 10. Turns the mob Purple/green and so far it only seems to reduce their dex (and stam by virtue of having no dex).

Said that it should be draining mana as well... But won't be in till next restart.
