This not a rule.
Sometimes a Classic House fits when i classic dont, ask @Kiki

I used the house placement tool and after countless attemps, infinite minutes a placed a classic tower, just ONE perfect spot. Then i tried 16x14 in a lot of spots... and i couldnt place, well... i didnt try much this one...but, maybe it fits
