Eppy said that you can no longer add slayer properties to newbied armor. You also cannot add the slayer properties to the blessed armor types (ranger and phoenix), so if you want some slayer armor that will stay with you through death, here's your chance!
This piece is imbued with ELEMENTAL BAN superslayer type, which makes it great for this month's MotM (as well as October's). It is also really good for leveling Zerker/Mage Talismans since the AR for the tunic is low (less skill gain penalty) but it defers a decent amount of damage from elemental mobs. Furthermore, because it's leather, it's fully medable.
