You can use the powder on bone. I powder every barbed suit or horned slayer suit I have made. Some suits I can use 10+ charges. Some suits two or three charges. Seems random, probably based on random durabilities when the items are crafted.
You seem to be able to apply powder an unlimited number of times. I think each time you repair it is supposed to lower the dur though doesn't it? And powder will always bring it back up? I don't use arms lore for exact values so im not sure. Either way I repair my armor and weapons often and powder them often as well because I have tons of BODs and it seems to be fine.
