Pet Boating ( how does it work )

I have asked a few players, I have received 4 different response.

I trapped a few players pets due to raising relics afk
and pets poofing off boats? ( I understand that they may have pet balled them ) but with that said, I'm looking to 2 mountless players at a bank in a massive zerg guild, and I do not have their pet??? No pirates were in my journals???

I am seeking ACTUAL factual advice, if you can't provide that please do not respond thank you all
