This happens with any strongbox, crate, chest inside NPC shops.
If there are more than 2 items in the box, it will relock & retrap itself within a second after picking the lock. It seems to relock faster the more items are in it.
After stealing enough items from it to put the item count at 2 or less, it no longer happens.
