NPC Guilds

What NPC Guilds are there?
How many can you join?
Does the discount only apply to one character or whole account?

I know of simply the Blacksmith guild and Thieves guild. I believe as many as you want, but it's per character rather than per account.

It's three years now and nobody can answer this question?
I can't see a difference, just thief guild make sense.
