I appreciate it, but all I see for sale are GM made boxes. As far as I know those won't help me until lockpicking is around ~76. I need some made at a lower level for gains.

I will be stocking LP kits at the Yew Emporium and gating in a little bit one screen west of yew moongate has 3 boxes it will get you to 95ish I awaiting confirmation that 120 will bring you to gm 5K for the kit includes 100 lps.
