Large Tower Storage

Ok I just placed a large tower but the storage isn't adding up. I have roughly 1200 items in the house but its saying I have 1900. Also the total storage states 2100 when the placement tool said 2400. Any ideas what could be going wrong here?

This is the way classic housing works.

Why does it say 2400 in the housing tool?

Housing tool I think includes some additional lock downs related to the vendor system.
