How can I get Bulk of orders?

I've visited every blacksmith and tailor shops in Britain but I couldn't find any bulk of orders.
Where can I get it?
Is it prohibited that newbie gets BOD?

Here is a thread that explains it from a little while back. Appears you need at least 60 skill in either tailor or blacksmithy and then you sell one item at a time until they give you one. Watch out for guildmasters as they do not issue BODs. Best thing to do is right click the NPC and if it shows "Bulk Order Info," you can receive a BOD from them. This is different from the OSI servers in that you actually have to sell items to them to receive the BOD. Good luck!
