These would be a nice addition. Nothing worse than making a perfect bow and then failing to make it exceptional.
Plus it would be another power scroll to farm and might convince some crafters to make heavies even though at 120 I think these would still only be 50% exceptional.
As a side not the way the system is setup makes it near impossible to make a bow a faction weapon.
