I no longer bother to collect the level 1 treasure maps that come from sea serpents. It is just a waste of time organizing and selling them to the very few players who may want them. I also couldn't manage to ditch my maps because nobody wanted to buy them, even at cheap prices.

I suggest making the level 1 treasure map drop on the sea serpents to just be another green net drop. This would make it a 2 out of 3 chance to get a net and a 1 out of 3 chance to get a MiB.

Maybe someone has a better idea of what could replace the basically worthless level 1 treasure map drop on sea serpents. If so, explain your idea here if you want. Perhaps you even think the level 1's are great and would miss not having the shard filled with tens of thousands of level 1 treasure maps. It also seems out of place to just be "fishing" these treasure maps up in the ocean. Maybe an SoS bottle and fishing nets, but not treasure maps.

It would still be the same chance as before to get a MiB. All that it would do is make the level 1 t-map drop into a green net drop. I had trouble selling my MiBs for 2k each for some time now, but I have managed to sell a few small packs of them at reduced prices. I personally use all of my nets and won't sell them. I know there are buyers for green nets and since these changes would be bringing in more green nets, these buyers will likely be happy as well. There might not even be a price drop in the nets, but if so, is there a shortage of buyers? If not, these buyers would just be buying more nets that basically amounts to the same price as before, because even though there might be a price drop, the nets would still be sold more often than before, because there will be twice as many of them.

Maybe even just making treasure maps able to be sold to an NPC vendor for really cheap prices might make it worth the effort to collect them if you can't sell them to players well enough. The vendors could be the ones that already sell maps. Perhaps make the prices dirt cheap, such as 100gp for level 1 maps, 200gp for lvl 2, 400 gp for lvl 3, 800gp for lvl 4, 1.6k for level 5, and 3.2k for level 6.

If the sea serpent drop won't be touched, perhaps this can be an alternative suggestion.

You make some pretty good points here. But I disagree with the last part about selling maps to npc vendors. I don't have a better idea, though.

Why should every loot be useful? There has to be some kind of bad luck to fishing.

The original design of the level 1 treasure map was not to give "bad luck" to the fisher, but to be of use. It is no longer of use. The thought of it is also flawed because you don't go out into the ocean to fish up treasure maps. Fishing nets are found because they come attached to sea serpents that managed to escape being caught with the nets; MiBs are found because you come across them in the water from ships that are/were sinking. Those treasure maps wouldn't even survive in the ocean and that is why SoS messages are placed into a bottle, so that the elements of the water does not destroy the material used to pen the SoS message on.

IMO, there is no need for a random joke drop on sea serpent pulls.

There is already plenty of bad luck to fishing. One of them is the new radar that puts you at risk of pirates, and another one is what often amounts to a huge time sink when you go to fish up an SoS chest. I have literally sat at one SoS location and attempted to get the chest and it has taken over 10 minutes sometimes to get a chest while my backpack was filled with ship wreckage garbage.

At the very least, you could make the drop chance for level 1 maps to be on the low end instead of a 1 in 3 chance.
