It is a mage meta talisman that can be good for champs and umm... probably something else not sure. Havent seen much demand for it.

It does AOE to all surrounding mobs. So you ebolt something surrounded by a ton of mobs. Such as champ. It hits them all. If you combine this with a activated focal. Your dmg is insane.
