Demolishing a custom house

Hello, I am wondering if this server still gives back a full refund on a custom house demo? There's threads in this forum, that date back a few years, that say this is the case. However, when I go to place my custom house, a warning comes up saying I will get a check for a fraction of the cost.

Can anyone clarify?
