Can someone tell me the difference?

In the dono vendor is the "royal interior decorator" (advanced interior decorator)

How is this different from a normal decorating tool? What's advanced about it?

Just genuinely wanting to know if (for me) it is worth the purchase?

You can use it on the things the normal tool doesn't work on.
There is no weight limit to what it can turn like there is with the regular one.

My understanding is it is bound to the character and the home that character owns, so be careful how you purchase it.

you can move lockdowns and secure containers in x y or z. you can also turn, lockdown, secure, and release items. you can move items through walls as well. So you can move some house deco to an inaccessible spot on your custom house without having to temporarily customize to get to a certain spot just to place an item and lock it down.
