bulk order deed? what is this

ive seen bulk orders for regents on player vendors...
just wondering the scoop thanks/

It's for crafters to make the items detailed in the BOD, use the BOD to "absorb" the items requested until complete, and then turn it in to the respective NPC (Blacksmith for smithing, a tailor for tailoring and so on). You'll get gold, fame and skill-specific rewards based on the BODs. I recommend looking at the Trade forum for more information regarding BODs and filling them out to get specific items.

These "Bulk orders for reagents" are likely COMMODITY deeds. Different than BODs. You can fill commodities into deeds through your bank box, and other players can turn the deeds back into commodities the same way. These ARE NOT blessed.

As Dewd said, BODs are a different thing. There are also Large BODs (LBODs) which are an item that accepts a collection of BODs, for the greatest rewards. You get these in place of normal BODs at times.
