BOD question

I remember reading the answers to this question before but can seem to find the answer again after a search so here it is.

Does having legendary smith/tailor increase the chance of receiving high end BOD's or is it entirely random.

I'm pretty sure it does help you get higher tier BODS. At 120 I don't ever get T1 and T2 stuff, but on my trash tailor (90 or so skill) I don't think I have even gotten a non exceptional spined.
