Bandage timer in title bar - Steam

Hi everybody. I cannot find the option to set up the bandage timer on the title bar. Can anybody help?
Farer the qued options for targeting does not work. It handles it like normal targetself and last target (not qued). anybody has the same issue?

I dont know but im still wondering why the target queued does not work.
