Yes, yes it is... On some axes, I've used 6 powder uses on each, but on some bows 1 or 2.. if people realize how wonky it is, it will end up dropping the price of the fortifying powder..

don't forget stealth.. you can also add fighting like swordsman with tactics and anatomy and get a few newbie katanas, use powder of fortifying on them and get them deadly poisoned... so you can defend yourself when people attack you after you steal from them :D.
