Tweaks to Pirate City

Why do we have an animal tamer there, but not a banker or an innkeeper?
My suggetion: add some npc to that city to make it more appealing!

The location is really REALLY cool, and it doesn't have any guard zone.
This could be a nice hotspot for pirate fights! AHHRR!
