Trying to create Accounts

Hi guys, My brother and my half brother live in a country area and both using wireless internet. Apparently my brother can only create 1 account and my half brother cant create any lol. I thought it could be to do with them both using mobile internet. Can anyone shed some light on this and if possible get them their accounts please. Otherwise they both just sharing 1 account

Nobody can help shed light on this?? otherwise i guess he will have to go to an internet cafe and create accounts that way :S im sure its something to do with them being on mobile broadband.
