Title Change HUE - Rare

I took part in the event [which was good fun thanks staff]

After the event I received a title change HUE. It says just 23 other people have it and it's Rarity : 'Rare' Will this just change my name to the Neon blue or my guild title?

It will do neither. You need a title first. A title hue just changes the color of whatever title you are currently displaying.
