Tier head buy back and goodbye insta stat

Would it possible to tier the cost for auto buy back on heads based on the amount kills you have. With this we could get rid of insta stat because young pks who are learning and have a poor record don't pay much and those who are "hardcore" pay a steeper fine but don't get knocked out of the game when some one gets butt hurt.

Just a base idea feel free to run with, alter or shoot down :)

Should be 1m to buy back and perma stat 50% if you choose not to. Also, if you die in a group pking one blue then you should be immediately reverted to the (NEW) guild for a mandatory period of one month. If you pk someone as a blue you should turn red for one week and if you die during that time you should have your character deleted.

Then and only then will there be balance and true risk vs reward.
