Stat question

If one has a character who has a character who has maxxed out his stats (Strength, Dexterity and Intelligence) can he still do a shuffle of points like you do with skill points
I.E. I don't want to be as strong but I want more Intelligence so I start working on magery. That should increase Intelligence right?
