"Spinning Wheel"

So out of nowhere, when I cast telekinesis.. instead of casting the spell, the game simply goes

"System Message: Spinning Wheel."

I have no idea... tried restarting the client, no change.. The spell works on all other characters, its only happening on one char on a specific account.. I've tried the icon, the spellbook, and even hotkeys.. all the same thing.
