Skills seem locked; 700 total, but can't lose unused skill to gain useful ones

Sorry if this is the wrong board for this thread.
So, I have a character who is at 700 skills total. I have all the skill I don't typically use set to go down, so there ought to be about 100 points available to gain. I noticed I have had no gains in skill areas I have been working for a couple of weeks. So I tried to purchase skill training from an NPC it it wont allow me to. It gives me a message saying I'm near 700 and need to lose points. Could I have inadvertently set some skill lock ? Any thoughts?

700 is the skill cap. Check the box that has show real on the bottom of the skill window and it will show you the real value of your skill. The default is misleadingly.
