Skill Scroll Drops

Do the monster difficulties affect the skill scroll type? Like do balrons have a greater chance at dropping an Animal Taming scroll than a lich does? Or does a more difficult monster only increase chance of a scroll dropping?

I was told no, that any mob capable of dropping an SS can drop any SS.

Monster difficulty does increase the chance of a ss dropping. However, some lower end mobs have been designed to drop ss at a higher chance to promote that area. The type of ss dropped is random.
