Secure lock boxes

Can secure lock boxes with the access level set to anyone be picked or do they need the key? How about chests?

Don't know for sure but my guess would be anyone with lockpicking could pick the lock and take what's inside.

Just wanna make sure here;
If i have a public house with secure chests inside, noone can take whats in those, right? (Except those who have access to them obviously)
Even with lockpicking i mean.

Correct they cant loot anything is not the right security lvl.

think he means his gonna make a locked secure (anyone lvl ) chest probably for his chicken fight event and doesn't know if anyone can pick it.
