Safe trade zone

I see a lot of people park at Brit back so they might have game hours/days in safety. This doesn't fit the spirit of UO, this is not the goal of safe trade zone in my opinion. So I thought it would be modified as below so it would serve the purpose better.

It should be smaller area, only inside the of the bank, or maybe even smaller, as small as chest room only.
There should be a limited time a character can stay in let's say 15 or 30 min, long enough to finalize a deal. Docs might have same timer.

And maybe

There might be an entrance fee, which would serve as gold sink and people would not bother to go there to finish 5k deals.

One of the main purposes of this is to make brit bank look really busy so as to draw in new players... Although i tend to think the area should have been from bank wall and out 6-7 tiles around the bank. At least then it would actually look classic/nostalgic and not like a rooftop clusterfuck.
