Recalling from Runebook Libraries

Hey all, haven't played for a long while and just came back. Had a question: I've gone to several runebook libraries and tried to recall to their spots, but none of them work. Are locked-down runebooks unusable unless you are a friend/owner of the house?

they are usable if you recall with regs off of them, if you try to hit the dots you have to drop a recall scroll in first

Or maybe you're not close enough to the rune book itself. Happens to me sometimes.

You need to be within 1 tile of the book.
You either need the regs to cast recall, or have a scroll in your pack.
Using the scroll, you'll need to set the default location on the book to the rune you are wanting to go to.
