No I don't think there are skill balls on this shard, but skillgain is easy so no real need.
Plus, there are skill scrolls for all skills (gives +1 in the skill it's for).

Long story short: I want a tamer/archer but taming seems slower here than I remember it being. Agonizingly slow to be specific.

As Girana mentioned, there are starter packs but these only give you options for basic mage, bard and warrior skills:

Next weekend will be a BONUS weekend where gains will be doubled, so that would be a good time to level up Animal Taming: https://www.uoforum.com/threads/bonus-weekend-player-appreciation.97778/ I'd suggest trying to get your taming up to at least 60-70 before the weekend to make best use of the double gains.
It is a grind but it will be worth it!

Taming is already at 60~ (52 real skill) so by this weekend I should be there!
