People Statues?

What drops these? (male and female versions)

I've seen a few on some vendors, and they are nekkid, and I've also seen some on display with clothes on.
can you dress them like you can with vendors?

Nah, cannot dress. Naked statues come from basic human NPCs...I'm sure someone will correct me if I am wrong but npc's like nobles, brigands, executioners, maybe even savages? Clothed statues come from any npc's that train skills or sell goods. Bucs Den and Wind are the best places to kill these npc's.
