Correction Kiki. The FAQ on the official UOF website states that a fletching power scroll(s) exists. Rarity is an entirely different matter altogether.

Been here for a long time, and not once have I ever seen or heard of a legendary fletching scroll.

In theory you are wrong given the reference point. A cursory glance at search results I did a couple weeks ago yielded nothing (at least that is what I recall), therefore in practice you are correct if you want to put it that way. Naturally, I covered that base with the latter half of my comment. An amicable resolution to this matter would be 50k given theory

FAQ also states that there's alchemy power scrolls, never seen fletching nor alchemy scrolls.
