I am a tier 1 donator and have attempted to contact Shane on several occasions both here on the forums and in Discord; however, it's been well over a month and still have not received the additional 10k donation coins. Should I just count it as a loss? Or do you have other ideas on how to contact Shane?

From what I remember he staggers the "payouts" of the bonuses so the market doesn't get flooded and ruin the economy. They take the donations seriously and IF you were over looked, it wasn't on purpose.

This, i've been doing them pretty steadily every Sunday lately, it depends on the donations for that week.
The best times to get them done are Sunday/Monday nights. I pretty much reply to everyone this exact thing. Simply just pm me in discord with your paypal email and i can look after it either tonight or tomorrow night. It's NEVER a loss and you're always owed your free reward.
