I've had this problem on both my characters and with the help of nigel we have figured out why,
You must direct damage the boss to gain conquest progress. Spell / Melee / Range target hit.
Dragons, provokes, EVs all will not get you any progress in this so make sure u at least cast 1 magic arrow on the boss before sending in your pets to do all the damage!
Working the spawn and not hitting the champ, will allow you a chance at a scroll however will not give you any progress in your conquest to become the very best, the best there ever was.
