Noob question but how "Bindings of Devotion" work?

noob question but how "Bindings of Devotion" work? It can not be double clicked to target pet, does it works only when carrying in the backpack and is it for all pets you control?

Well it would help if I told you correctly. You drag and drop the chains on your pet like you are feeding it.
