Mystery Item - junk or ???

ok, here's what I know about this -
it's stealable, transferrable and it doesn't have a name when you hover over it
It looks like it shares the graphics with old powder of translocation but it's blue

any ideas what it is/what it's worth?

It's junk, it's a crushed gem. Part of a tinkering mechanic that is not active here. Some of them have names like warrior's dust depending on what gem has been crushed, but most are tagless.

Test it out by dbl clicking gems.
