Meta-pet

I'm a tamer at heart when it comes to UO. Always have been. I've recently got back into game from a loooong time off. A lot of new items/pets/oer things in game I'm just now learning about.
Could someone give me a basic rundown of what a meta-pet is and its benefits......

Where can you find the Dragon Portal......or any of the portals? Just random spots? Just gotta be right place at the right time?

I run around all over the place, overlands and dungeons alike. These Portals have alluded me....lol
