I can tell you it's dragged out and involves having skills and items like powerscrolls,skill scrolls, BoD Stretched Hide Rewards.... (Example making Magical Parchment/Vellum)
I can tell you it will NOT ONLY be about Powerscrolls, but will expand the crafting world in general (skills and uses).
Patience will pay off.
