Is this a bug, oversight, or intention?

I've gotten a couple of "you are unable to pick the lock" although I thought at GM lockpicking you can't fail? Unable to pick is one thing but this particular crate is pretty much saying I don't have the skillset to pick this lock. *scratches head*

Yeah also tried that one. Couldn't unlock with gm magery and couldn't unlock with lockpicking and gm remove trap. I guess it's just a joke

You have to use magic unlock on that box. I have done it many times so I know it can be done...

Some crates and boxes just cannot be picked period. Some say this is a holdover from a base runuo configuration that allows for higher than GM skill for some chests.

You will find chests like this in Khaldun also, but most of the older dungeons have all pickable locks.

One time it actually opened after trying like 40 times but I haven't been able to get it open again. Amd I've also tried magic unlock and had no success.
