How does resist work here?

Question – Can all spells be resisted ?

Answer – No. The Resisting Spells skill may only defend against non-damaging offensive spells (Blood Oath, Clumsy,
Corpse Skin, Curse, Feeblemind, Mana Drain, Mana Vampire, Mind Rot, Pain Spike, Paralyze, Poison, Poison Field, and
Weaken).

Is this true on this server? If not, how does it work?

No that isn't true, as that only applied post AoS.

Here, the higher your resist skill, the more chance you have of reducing the spell damage to yourself. This goes to spells like explosion, energy bolt, poison etc

"Example Two:
Attacker has 90 Magery and 70 Evaluate Intelligence. He shoots a flamestrike at a defender with GM(100) Resistance.

Chance to resist = 100 - ( ( 90 - 20 ) / 5 + 7*5) = 51% chance to resist the spell
Damage modifier = 1 + (70 - 100)/200 = .85 = 85% of base damage (after resist calculation)
The result here is a 51% chance to resist the spell, doing 35% damage if resisted, and 85% damage if not resisted."

So resist also helps lower the damage of a spell even when it is not resisted?

Yes. It has two checks. One to "resist" a spell (which for some spells means no damage and others greatly reduced damage -- ever wonder why that odd EB dealt 10hp damage?). The other check is to determine the percentage of base damage (after resisting or not resisting) is dealt.
