House placement tool

Hi, I'm trying to place a house with the house placement tool and finding it really frustrating. When I try to use it I get the crosshair and the foundation on my screen but they aren't lined up with each other. The foundation usually appears 3-4 tiles north of my mouse crosshair location and I have no idea where to click to try to place the house. Is this normal or is one of the corners of the house supposed to be attached to the mouse crosshair? If not is this a known glitch and is there a way to fix it?

don't try placing over top of yourself or someone else, and failing that, make sure your UO window is in the top left corner of your screen.
