There would not be any land you can walk on, only channels you can sail your boat into. Maybe there would be puzzles to solve in order to unlock secret areas. Thinking maybe this could be "under" Booty Island or something.
Additional Idea: It could be made such that various parts of the dungeon are fishable and in order to unlock the boss you need to fish up and defeat several mini-bosses to get special nets to summon the dungeon boss.

- Booty Traps - Floating chests in the water that look exactly like the chests from sunken player boats. Could this be from a sunken ship or the work of a crafty pirate hoping to take advantage of the greedy land lubbers?
- Ghostly ships - Smaller ships that have been sunk in the past. The undead sailors don't know they're dead, they think you are the enemy.
- Ghost Captain's Ship - This is the captain's ship, galleon class. I hope you brought enough rum to share, the cap'n doesn't take kindly to strangers.
- Mermaids - These swimming beauties are not as nice as they look. They want to have dinner with you, but you are the main course.
